Canada Study Permit 2026: Opportunities for Pakistani Students

Canada has released several significant updates on study permits and international student allocations for 2026, and the news is overwhelmingly positive—especially for Pakistani students planning to pursue higher education in Canada. These policy changes create a more predictable, supportive, and accessible environment for any international students.

What’s New?

• A larger overall allocation for study permits
In 2026, the Government of Canada expects to issue up to 408,000 study permits. This includes 155,000 permits for new international students and 253,000 for current or returning students. This clearly signals that Canada remains committed to welcoming international talent.

• PAL/TAL no longer required for graduate students
Beginning 1 January 2026, master’s and doctoral students enrolling at a public designated learning institution (DLI) will no longer need a provincial or territorial attestation letter (PAL/TAL). This means the 155,000-permit limit is not a further restriction—it’s simply a new way of distributing study permits across provinces and institutions.

What This Means for Pakistani Students

1. Strong reassurance that opportunities remain open

Canada’s public commitment to issuing new study permits confirms that the route is very much available to Pakistani students. The outdated perception that “Canada is not accepting Pakistani students” simply does not reflect current policy.

2. A clearer, faster process for many applicants

With the PAL/TAL requirement removed for graduate students at public DLIs—and with updated guidance for others—students should experience more straightforward processing and fewer administrative hurdles.

3. Still plenty of room in the system

Even with the cap, the available numbers show that Canada continues to offer substantial space for international learners. The 155,000 new permits, plus the large number of extensions, translate to roughly 10,000 new students per province—a level that most provinces have not yet reached. For well-qualified Pakistani applicants, this is a strong window of opportunity.
